在古希腊神话里，主持正义和秩序的是规律女神忒弥斯（Themis）。按照《神谱》，她是大神乌拉诺斯（天）和盖亚（地）的女儿，后来成为奥林匹斯主神宙斯的第二位妻子。后来古罗马人接受了古希腊的诸神，并混入了罗马的诸神。在古罗马帝国时代，又将一些概念拟人化，“创造”出不少神灵，其中就有正义/司法女神朱斯提提亚（Justitia，由法律jus一词转变而来），这位女神的造型混合了希腊的忒弥斯、狄刻、阿斯翠亚诸女神的形象，一般都是一手持天平、一手持宝剑，而且都是紧闭双眼或者是在眼睛上蒙着布条。
